What is the Self-Determination Program (SDP)?
SDP is a voluntary option for people who are eligible for regional center services. It gives you more choice and control: you help plan your services and direct your own supports within a yearly budget, instead of the regional center arranging everything for you. Who can join SDP?
Anyone eligible for regional center services can choose SDP. You must agree to the program’s terms — including attending orientation, using a Financial Management Service, and staying within your individual budget — and you cannot live in a licensed long-term care facility (though you can transition out of one into SDP).
How do I get started?
The first step is the required SDP orientation, offered by the State Council on Developmental Disabilities (SCDD). After orientation, let your regional center
service coordinator know you want to enroll. (Orientation:

Which regional center do I contact?
It depends on where you live:
GGRC (San Francisco, Marin, San Mateo),
RCEB (Alameda, Contra Costa), or
SARC (Monterey, San Benito, Santa Clara, Santa Cruz). Contact your regional center’s SDP team for local help.
What is an individual budget and how is it set?
It is the amount of regional center money you have each year to buy services. It is usually based on what was spent on your services over the past 12 months, and it can be adjusted up or down if your needs or circumstances change.
What is a spending plan?
It is your plan for how to use your individual budget — the services you choose and how much money goes to each. Your spending plan cannot cost more than your budget.
What is an FMS, and do I have to use one?
A Financial Management Service manages the money in your budget — paying providers and handling payroll and taxes for staff you hire. Every SDP
participant must use one, and the regional center pays for it outside your budget. There are three models — Bill Payer, Co-Employer, and Sole Employer — depending on how involved you want to be as an employer. (DDS FMS list:

What is an independent facilitator, and do I have to hire one?
An independent facilitator (IF) is someone you can hire to help you understand SDP, make your plans, find services, and advocate for you. Using an IF is optional, and if you do, you pay for it from your budget.
Can I pay a family member to provide services?
In many cases, yes. A parent who is a conservator or has power of attorney for an adult participant can be paid to provide services they are qualified to give, when it fits the participant’s choice. Your regional center and FMS can explain the rules for your situation.
What can I use SDP funds for?
Services and supports that meet a need related to your developmental disability and are in your IPP — across living arrangements, community participation and employment, and health and safety. Some things are not allowed. Your regional center can tell you what fits, and DDS publishes the service definitions.
What if I disagree with my budget or a decision?
Can I switch back to traditional services?
Yes. SDP is voluntary, and you can return to traditional regional center services if it is not the right fit. Talk with your service coordinator about the process.
